* Oversee in the implementation of the Medicare Para sa Masa Program of the Province of Bohol as its sponsoring agency on the insurance premium of the barangay officials throughout the Province of Bohol elective and appointive.

* Lead/Focal Agency in the implementation of the Special Universal Coverage Program on PHILHEALTH sponsored by the Provincial Government of Bohol

  • Barangay Officials elective and appointive Barangay Secretaries & Treasurers from the 47 LGU’s and 1 component city throughout the Province of Bohol are the recipients of Philhealth Insurance Premium paid in full by the PGBh being a sponsoring agency
  • Facilitated 7,503 renewal of membership of beneficiaries of ”Medicare Para sa Masa “ Program of the PGBh”
  • Implementation of the new Philhealth-DOH Program, the “Point of Care” to all appointive Barangay Officials and their beneficiaries of the Province of Bohol wherein the service providers are the ten hospitals owned and operated by the PGBh;
  • Both program involves the P30M apprpriation for CY 2014

December 1 & 2, 2014, the Barangay Secretaries and Barangay Treasurers of the Province of Bohol, respectively convened at Bohol Cultural Center, wherein part of their one-day activity is the orientation on the implementation of the Point of Care Program sponsored by the Provincial Government of Bohol. Discussants/speakers were Gov. Edgar M. Chatto; Provincial Administrator Alfonso R. Damalerio; PHIC Staff Ms. Golda Dumaguin & Ms. Anavic Pueblos; Ms. Eufronia D. Curambao-PGBh-PHIC Focal Person; Ms. Carmelita M. Tecson, Acting OPSWD and Mr. Athony R. Damalerio, Head LGA Unit.

  • Full implementation of the e-NGAS Budget System
  • Linkage of e-budget system to five (5) PGBh offices: PBO, PACCO, PTO, GO, BICTU

* žPrepared Budget Call dated July 18, 2014, was duly approved by the Local Chief Executive and was disseminated to all PGBh offices and hospitals which signals the start of the budget preparation phase basing on the approved Annual Investment Plan (AIP);

* Reviewed and consolidated all the CY 2015 budget proposals from all the PGBh offices and hospitals for submission to the LFC to be used in the conduct of budget hearings.

* Conducted Executive Budget Hearings and evaluate offices’ & hospitals’ budget proposals for CY 2015 with the Local Finance Committee- Sept. 3 to Oct. 7, 2014 at the Governor’s Mansion

* Participated in the Legislative Budget Hearing with the Sangguniang Panlalawigan Members with a proposed Annual Budget of the PGBh for Budget Year 2015 in the total amount of P1,694,743,493.00 covering the various expenditures for the operation of the Provincial government for Fiscal Year 2015 and appropriating the necessary funds for the purpose.

* The Sangguniang Panlalawigan of Bohol approved the Annual Budget of the Province of Bohol for FY 2015 thru a Provincial Ordinance No. 23 s2014 dated December 5, 2014 with the appropriation of ONE BILLION SIX HUNDRED NINETY FOUR MILLION SEVEN HUNDRED FORTY THREE THOUSAND FOUR HUNDRED NIETY THREE PESOS (P1,694,743,493.00)

* Received 22,690 Obligation Requests for various claims, payrolls, vouchers,

* Earmarked 4,580 PRs/Job Orders, Job Requests, etc. and entered into the e-Budget system for obligation.

* Reported to the Governor, Sangguniang Panlalawigan, LFC and other officials the updates of the CY 2015 Budgetary Operation.

* Prepared and submitted to the Governor, Sangguniang Panlalawigan, LFC & COA the following reports:

  • Monthly Report of Appropriations, Balances & Expenditures
  • Quarterly Report on the Financial Status of the Provincial Government’s Budgetary Operation inclusion of SEF, Trust Funds, LDRRM Fund Utilization.

I . Assisted the Sangguniang Panlalawigan in the review of Annual & Supplemental Budgets for CY 2014 of 47 municipalities and the City of Tagbilaran.

  • 48 Annual Budgets & 143 Supplemental Budgets reviewed
  • 38 SB Ordinance not subject to budgeting indorsed back to SP & 3 queries to DBM on budgetary on budgetary matters

II. Prepared/encoded 232 review letters for signature of the PBMO and submission to SP.

III. Rendered technical assistance and opinions on budgetary matters 48 Budget Officers and other officials in accordance with DBM standards and COA policies, rules and regulations.

  • Provide support services to 11 batches of Barangay Budgeting Seminar February 12 to May 21, 2014 Bohol Tropics Resort Tagbilaran City
  • Attended the following seminars relative to budget review rules and procedures:
    1. 18th PHILLBO Annual convention, March 18-21, 2014 – Baguio City
    2. 4TH ALBO – Visayas Convention Seminar , Sept. 16-18 , 2014 – Ilo-Ilo City 11 MBO Monthly meetings
